If you are looking at a used Opel Astra HB, the costs you can plan for are road tax and car insurance. This guide puts figures on both and explains the COE category. It also shows how the insurance price shifts for different drivers and car ages.
The insurance prices are examples for one stated driver, read on 20 October 2026. They are a guide to the market, not your quote.
The version priced
Our quote form prices the Astra HB with a 1,341cc engine. It is the version most insurers quote.
The new-car list read for this guide has no Astra HB on sale now. So this guide gives no list price, power figure or body type.
COE
The Astra HB has a 1,341cc engine. Its category depends on power:
- Category A: if its power is 97kW (130bhp) or less
- Category B: if it is more
In the October 2026 1st round, Category A closed at S$130,001 and Category B at S$130,100. The COE page has the latest. A used Astra HB keeps its existing COE, so the years left matter.
Road tax
For the 1,341cc engine, LTA's formula gives S$591.00 a year before any age surcharge. That was checked on 2026-10-19.
The surcharge on older cars:
- Over 10 years: +10%
- Over 11 years: +20%
- Over 12 years: +30%
- Over 13 years: +40%
- Over 14 years: +50%
The road tax page has the formula.
What insurance costs
The Opel Astra HB price page prices this case:
- Car: Astra HB, registered 3 years ago, private use, comprehensive cover
- Driver: aged 40, married, office job, 10 to 19 years of driving
- Record: 50% no-claim discount (NCD), no claims
- Repairs: authorised workshop, no add-ons
13 insurers price it, across 18 plans. The lowest premium is S$742.90. That plan allows any workshop or an authorised one. The insurer whose lowest plan is dearest asks at least S$1,350.31. That is S$607.41 more, or 82% on top. All prices include 9% GST.
Three insurers on the panel have no online price for the Astra HB. The other 13 give a fair spread to compare, from the lowest plan up to more than double it on the dearest.
Excess
Ten of the 18 plans carry an S$600 excess. Three carry S$500 and three S$800. One carries S$2,500 and one none.
The plan with the S$2,500 excess is the second-lowest, at S$815.83. So the two lowest plans differ more on excess than on premium. If you claim, that gap shows up in what you pay yourself. Four plans are estimates, which can change once your details are in.
When one detail changes
The price page shows the lowest price with one change at a time:
- No NCD (0%): S$1,120.15, S$377.25 more
- 20% NCD: S$1,120.15, S$377.25 more
- Driver aged 27, 3 years of driving, 30% NCD: S$1,120.15, S$377.25 more
- Driver aged 65, 20 or more years of driving: S$742.90, the same
- New car, registered this year: S$764.82, S$21.92 more
- Car 8 years old: S$666.79, S$76.11 less
Your NCD matters most. Without it, the lowest price is 51% higher. A 27-year-old with 30% NCD pays that same figure.
At the other end, a 65-year-old with a long record pays the same as the standard driver, though one fewer insurer quotes. An older car costs less at the lowest price, and a new one a little more.
These are lowest prices only. Other plans may move by other amounts.
