What a Citroen C4 Picasso costs to keep in Singapore

Citroen C4 Picasso costs in Singapore: road tax for the 1.6, the COE rule and dated car insurance prices for one stated driver.

20 Oct 2026 · 5 min read

A used Citroen C4 Picasso can come with one of several engines, from 1.6 to 2 litres. Our quote form lists five versions. This page covers the yearly costs for the one most insurers quote, and shows how the insurance price changes with your details.

Insurance figures are examples for one stated driver, read on 20 October 2026. They are not a quote for you.

The versions

The new-car list has no entry for this model on sale now. So there is no list price, power or body type on this page.

Our quote form lists:

  • C4 Picasso 1.6: 1,560cc
  • C4 Picasso 1.6 Hdi Turbo: 1,560cc
  • C4 Picasso 1.6 THP 5-SEATER: 1,598cc
  • C4 Picasso 1.6i SX: 1,598cc
  • C4 Picasso 2.0: 1,997cc

The figures below are for the C4 Picasso 1.6, the version most of our insurers quote. The 2.0 pays noticeably more road tax.

Road tax

For the 1,560cc engine, LTA's formula gives S$719.44 a year. That was checked on 2026-10-19 and is before any age surcharge.

Older cars pay a surcharge:

  • Over 10 years: +10%
  • Over 11 years: +20%
  • Over 12 years: +30%
  • Over 13 years: +40%
  • Over 14 years: +50%

For the 1,598cc and 2.0 versions, see the road tax page.

The COE

With a 1,560cc engine, the C4 Picasso 1.6 needs a Category A COE if its power is 97kW (130bhp) or less. It needs a Category B COE if its power is more.

In the October 2026 1st round, Category A closed at S$130,001 and Category B at S$130,100. These change every round; the COE page has the latest.

For a used car, the years left on its COE are what you are paying for.

Car insurance

Who is priced

The Citroen C4 Picasso price page prices:

  • Car: C4 Picasso 1.6, registered 3 years ago, private use, comprehensive cover
  • Driver: aged 40, married, office job, driving 10 to 19 years
  • Record: 50% no-claim discount (NCD), no claims
  • Repairs: authorised workshop, no options

The prices

14 insurers price the C4 Picasso for that driver. The lowest premium is S$700.28 a year. The insurer whose lowest plan is dearest asks at least S$1,499.13. That is S$798.85 more, or 114% on top. All prices include 9% GST.

Two insurers on our panel have no online price for this model.

So the same driver and car can cost more than twice as much to insure, depending on the insurer.

Excess

Most plans set a S$600 excess. Two set S$500, two S$750 and three S$800. Three set S$2,500 and one S$3,000. One plan has no excess.

The excess is what you pay first on each claim. Compare it along with the premium.

When one thing changes

The price page shows the lowest price with one change:

  • No NCD (0%): S$1,098.76, S$398.48 more
  • 20% NCD: S$1,098.76, S$398.48 more
  • Driver aged 27, 3 years' driving, 30% NCD: S$1,098.76, S$398.48 more
  • Driver aged 65, 20 or more years' driving: S$700.28, the same
  • A new car, registered this year: S$721.59, S$21.31 more
  • A car 8 years old: S$642.42, S$57.86 less

Without NCD, the lowest price is 57% higher. A 20% NCD and a younger driver reach the same figure.

The older driver pays no more. An 8-year-old C4 Picasso is a little cheaper to insure, and most on sale today will be older.

These are lowest prices. Other plans may change by other amounts.

The NCD figures also show what a claim can cost over time. A claim can cut the discount, and the higher premium lasts until it is rebuilt. Some plans let you protect the NCD for an extra charge.

What to compare

Look past the premium to:

  • Workshop: these prices assume an authorised workshop. Some plans let you use any workshop.
  • Named drivers: an extra, younger driver can raise the price.
  • NCD protection: an optional extra on some plans.
  • Excess: your share of each claim.

Against similar cars

For the same driver and car age, the price page lists six similar cars:

Their average is S$735.99. The C4 Picasso is 5% below that. Three of the six are cheaper to insure.

Other Citroen models are on the Citroen car insurance page, and the cheapest cars to insure page ranks models across makes.

Before you agree a price

For a used C4 Picasso, confirm:

  • Version and engine: this sets the road tax.
  • COE expiry: how many years of use are left.
  • Road tax: when it is next due.
  • Your own quote: for this version and your details.

Costs that depend on you

These have no single figure:

  • Parking: HDB or condo season parking, plus elsewhere.
  • Fuel: your distance and the pump price.
  • ERP: your routes and hours.
  • Parts and servicing: for an older car, ask how parts are sourced and who services it.
  • Depreciation: for a used car, mostly the COE years left.

The yearly figures

For the Citroen C4 Picasso 1.6 (1,560cc), dated as shown:

  • Road tax: S$719.44 a year before any age surcharge (LTA's formula, checked 2026-10-19)
  • Insurance, standard driver: from S$700.28 a year (20 October 2026)
  • Insurance, no NCD: from S$1,098.76
  • Insurance, a car 8 years old: from S$642.42

A fresh COE in the October 2026 1st round was S$130,001 (Category A) or S$130,100 (Category B).
