The Citroen C3 Picasso is a 1.6-litre model that has left the new-car list. Owners and used buyers still need to know what it costs to keep. This page lays out the figures for road tax, the COE and car insurance, then the costs only you can work out.
Insurance prices here are examples for one stated driver, read on 20 October 2026. They are not a quote. Your own premium depends on your details.
The car priced
The new-car list has no entry for this model on sale now. There is no list price, power or body type on this page.
Our quote form prices the Citroen C3 Picasso 1.6, with a 1,560cc engine. It is the version most of our insurers quote.
Car insurance for the standard driver
The details
The Citroen C3 Picasso price page prices:
- Car: C3 Picasso 1.6, registered 3 years ago, private use, comprehensive cover
- Driver: aged 40, married, office job, driving 10 to 19 years
- Record: 50% no-claim discount (NCD), no claims
- Repairs: authorised workshop, no options
The range
11 insurers price the C3 Picasso for that driver. The lowest premium is S$700.28 a year. The insurer whose lowest plan is dearest asks at least S$1,370.24. That is S$669.96 more, or 96% on top. All prices include 9% GST.
Five insurers on our panel have no online price for this model.
The dearest is close to double the lowest. That is the main reason to look at more than one price.
The excess
Excesses on this page are fairly even. Most plans set S$600. One sets S$500, two S$750 and three S$800. One plan has no excess.
With that narrow spread, the premium does most of the work in a comparison. Still, check the excess on the plan you pick.
How the price moves
The price page shows the lowest price with one change:
- No NCD (0%): S$970.88, S$270.60 more
- 20% NCD: S$970.88, S$270.60 more
- Driver aged 27, 3 years' driving, 30% NCD: S$970.88, S$270.60 more
- Driver aged 65, 20 or more years' driving: S$700.28, the same
- A new car, registered this year: S$721.59, S$21.31 more
- A car 8 years old: S$642.42, S$57.86 less
Without NCD, the lowest price is 39% higher. That is a milder rise than on many cars. A 20% NCD and a younger driver reach the same figure.
The 65-year-old driver pays the same as the 40-year-old. An 8-year-old C3 Picasso is cheaper to insure. Most cars on sale will be older than the 3-year-old one on the page.
These are lowest prices. Other plans may move by more.
The COE
With a 1,560cc engine, the C3 Picasso 1.6 needs a Category A COE if its power is 97kW (130bhp) or less. It needs a Category B COE if its power is more.
In the October 2026 1st round, Category A closed at S$130,001 and Category B at S$130,100. These change every round; the COE page has the latest.
On a used car, ask when the COE expires. That date tells you how many years of use you are paying for.
Road tax
For the 1,560cc engine, LTA's formula gives S$719.44 a year. That was checked on 2026-10-19 and is before any age surcharge.
From the tenth year, the surcharge applies:
- Over 10 years: +10%
- Over 11 years: +20%
- Over 12 years: +30%
- Over 13 years: +40%
- Over 14 years: +50%
The road tax page has sums for other engines.
What else a quote should show
A few terms are worth checking beside the premium:
- Workshop: these prices assume an authorised workshop. Some plans let you use any workshop.
- Named drivers: a family car is often shared, so see how each plan prices other drivers.
- NCD protection: an extra some plans offer.
- Excess: what you pay on each claim.
Against similar cars
For the same driver and car age, the price page lists six similar cars:
- Toyota Corolla Altis: S$642.42
- Mazda 3: S$927.36
- Toyota Sienta: S$604.07
- BMW X1: S$811.71
- Mercedes-Benz GLB: S$787.96
- Honda Freed: S$642.42
Their average is S$735.99. The C3 Picasso is 5% below that. Three of the six are cheaper to insure: the Corolla Altis, Sienta and Freed.
Other Citroen models are on the Citroen car insurance page. The cheapest cars to insure page ranks models across makes.
Before you buy
For a used C3 Picasso, confirm:
- COE expiry: the years of use left.
- Road tax: when it falls due, and whether the surcharge applies.
- Your own quote: priced for this car and your details.
Costs that depend on you
These have no single figure:
- Parking: HDB or condo season parking, plus elsewhere.
- Petrol: your distance and the pump price.
- ERP: your routes and hours.
- Parts and servicing: for an older car, ask how parts are sourced and who services it. Tyres, brakes and a battery come due.
- Depreciation: for a used car, mostly the COE years left.
