BMW 216d Active Tourer in Singapore, road tax and insurance costs

What a used BMW 216d Active Tourer costs each year in Singapore: road tax, COE rules and dated car insurance examples.

20 Oct 2026 · 5 min read

The 216d Active Tourer no longer appears on the new-car list, so most buyers today will be looking at a used one. If that is you, the yearly bills are what you can plan for. This page covers road tax, the COE rule and car insurance, then the costs that are yours to judge.

The insurance figures are examples for one stated driver, read on 20 October 2026. They help you see how prices compare. They are not a quote.

The car on our quote form

With no new-car list entry, there is no list price on this page. Our quote form carries one version, the BMW 216D Active Tourer, with a 1,496cc engine. Every figure below is for that car.

Road tax

LTA's formula gives the 1,496cc engine road tax of S$681.90 a year, before any surcharge.

For a used car, the age surcharge matters more. It begins after 10 years:

  • Over 10 years: +10%
  • Over 11 years: +20%
  • Over 12 years: +30%
  • Over 13 years: +40%
  • Over 14 years: +50%

Check the car's registration date so you know when a step applies. The road tax page has the full formula.

The COE rule

The price page's COE section states the rule for this car. With a 1,496cc engine, the 216D Active Tourer needs a Category A COE if its power is 97kW (130bhp) or less. If its power is more, it needs a Category B COE.

In the October 2026 1st round, Category A closed at S$130,001 and Category B at S$130,100. On a used car this matters at renewal time, when you pay the rate of the day. The COE page has current results.

Insurance for the standard driver

The BMW 216d Active Tourer price page prices this case:

  • Car: 216D Active Tourer, registered 3 years ago, private use, comprehensive cover
  • Driver: aged 40, married, office job, 10 to 19 years of driving
  • Record: 50% no-claim discount (NCD), no claims
  • Repairs: authorised workshop, no options

15 insurers price it. The lowest premium is S$811.71 a year. The insurer whose lowest plan is dearest asks at least S$2,578.02. That is S$1,766.31 more, or 218% on top. All prices include 9% GST.

That spread means the insurer you pick can change your bill by more than the price of the policy itself. Compare before every renewal, not only when you buy.

The excess

Each plan has an excess, the amount of any claim you pay. Ten plans here carry S$600. Others carry S$500, S$750 or S$800. Three carry S$2,500, one S$3,000 and one none at all. A low premium with a high excess can cost you more in a bad year.

How the price changes

The lowest price when one detail is different:

  • No NCD (0%): S$1,539.25, S$727.54 more
  • 20% NCD: S$1,362.30, S$550.59 more
  • Driver aged 27, 3 years' driving, 30% NCD: S$1,327.33, S$515.62 more
  • Driver aged 65, 20 or more years' driving: S$811.71, the same
  • New car, registered this year: S$836.07, S$24.36 more
  • Car 8 years old: S$742.90, S$68.81 less

The NCD is the large lever. With none, the lowest price rises 90%. Even a 20% NCD leaves you paying hundreds more than the standard driver.

The car's age moves the price only a little, and an 8-year-old 216D is cheaper to insure. That suits a used buyer. These are lowest prices, and other plans may move differently.

Transferring your NCD

If you are moving from another car, your NCD usually comes with you. Ask the insurer to confirm the level it will apply. On this car, the difference between 50% and none is close to double at the lowest price.

Against similar cars

The price page sets six cars of about the same engine size beside it, for the same driver and car age:

Their average lowest price is S$720.97. The 216D Active Tourer is 13% above that, and 5 of the six cost less to insure. Only the Mazda 3 costs more. Other BMWs are on the BMW car insurance page.

What depends on you

These costs vary too much by owner for one figure:

  • Parking: HDB or condo season parking, plus what you pay at work and in town.
  • Fuel: depends on how far you drive and the pump price.
  • ERP: depends on your routes and timing.
  • Servicing and repairs: on a used car, ask for the service record. Tyres, brakes and a battery come due over time, and any remaining warranty may or may not cover them.
  • Depreciation: what you lose depends on the price you pay, the COE life left and what the car later sells for.

Summary of yearly costs we can show
