The 2 Series Active Tourer is BMW's tall hatchback, and it often draws buyers who want a premium badge with a 1,499cc engine. This guide adds up what that combination costs in Singapore: the list price, the COE, road tax and insurance. It also covers the costs you set yourself.
Every insurance figure here is an example for one stated driver, read on 20 October 2026. Treat it as a guide, not a quote.
The versions
The new-car list read on 2026-10-10 has two Active Tourers on sale. Both are petrol hatchbacks made in Germany, with a 1,499cc engine and 121bhp:
- 2 Series Active Tourer 216i Inspiring
- 2 Series Active Tourer 216i M Sport
Our quote form lists six versions, all 1,499cc: the 216i Inspiring and 216i M Sport, plus four 218i versions in Luxury and M Sport trims, with and without the Launch Edition. The insurance figures are for the 216i Inspiring, the version most of our insurers quote.
List prices
As listed on 2026-10-10, COE included as listed that day:
- 216i Inspiring: S$269,888
- 216i M Sport: S$276,888
These move with COE rounds and dealer terms. Ask each seller what the price includes before comparing.
COE
The price page's COE section gives the rule for the 216i Inspiring. With its 1,499cc engine, it needs a Category A COE if its power is 97kW (130bhp) or less, and a Category B COE if it is more.
In the October 2026 1st round, Category A closed at S$130,001 and Category B at S$130,100. The COE page has the results of later rounds.
Road tax
LTA's formula gives the 1,499cc engine road tax of S$683.66 a year, before any surcharge. Since every version on our form shares that engine size, the figure holds across the range.
After 10 years, a surcharge is added:
- Over 10 years: +10%
- Over 11 years: +20%
- Over 12 years: +30%
- Over 13 years: +40%
- Over 14 years: +50%
For other cars, see the road tax page.
Car insurance
The BMW 2 Series Active Tourer price page prices these details:
- Car: 216i Inspiring, registered 3 years ago, private use, comprehensive cover
- Driver: aged 40, married, office job, 10 to 19 years of driving
- Record: 50% no-claim discount (NCD), no claims
- Repairs: authorised workshop, no options
11 insurers price it. The lowest premium is S$907.93 a year. The insurer whose lowest plan is dearest asks at least S$2,501.33. That is S$1,593.40 more, or 175% on top. All prices include 9% GST.
So the same driver could pay well over double for the same car. The gap matters more than most of the details below.
Excess
The excess is the part of a claim you pay before the insurer steps in. Nine plans here carry S$600. Three carry S$800 and two carry S$500. One carries S$2,500, and one has no excess. Check it beside each premium.
When one thing changes
The price page shows the lowest price when one detail differs:
- No NCD (0%): S$1,083.90, S$175.97 more
- 20% NCD: S$1,083.90, S$175.97 more
- Driver aged 27, 3 years' driving, 30% NCD: S$1,083.90, S$175.97 more
- Driver aged 65, 20 or more years' driving: S$948.09, S$40.16 more
- New car, registered this year: S$948.09, S$40.16 more
- Car 8 years old: S$856.75, S$51.18 less
The changes here are smaller than on many cars. Losing the NCD costs 19% more at the lowest price, and that is the largest move. The 20% NCD case and the young driver share it.
The older driver and the new car both cost a little more, each priced by 10 insurers. Only the 8-year-old car costs less. These are lowest prices; other plans may shift by more.
Why the moves are small
When the lowest-priced plan for one case is not the lowest for another, the floor moves to a different plan. That can soften the jump. It is still worth pricing your own details, because the plans further up the list can react more sharply.
Next to similar cars
The price page compares six cars with engines of a similar size, for the same driver and car age:
- Mazda 3: S$927.36
- Mercedes-Benz GLB: S$787.96
- Hyundai Kona: S$721.59
- Toyota Corolla Altis: S$642.42
- Honda Freed: S$642.42
- Toyota Sienta: S$604.07
They average S$720.97. The Active Tourer costs 26% more, and 5 of the six are cheaper to insure. Only the Mazda 3 costs more. See the BMW car insurance page for other BMWs.
Costs set by your own use
We give no figures for these, since they depend on you:
- Parking: HDB or condo season parking, plus office, school and mall charges.
- Petrol: depends on distance and pump prices.
- ERP: depends on your routes and the time of day.
- Servicing and repairs: the maker's schedule, plus tyres, brakes and a battery. Ask what the warranty and any service package include.
- Depreciation: what the car loses over its COE life depends on what you pay and what it fetches later.
