This page costs out the Kia Rio HTBK, listed on our quote form separately from the Rio. If you own one or plan to buy one used, it sets out the yearly bills we can put figures on: road tax and car insurance. It also gives the COE categories the car can fall in.
The new-car list has no Rio HTBK on sale now. All insurance prices are examples for one stated driver, read on 20 October 2026. They help you see what drives the cost; they are not a quote.
The version we price
Our quote form lists one version:
- Rio HTBK 1.4 (A): 1,399cc
There is no list price, since the model has no new-car list entry. Every figure that follows is for the 1.4 (A).
COE
For the Rio HTBK 1.4 (A), with a 1,399cc engine, the COE category depends on power. The price page's COE section says it needs a Category A COE if its power is 97kW (130bhp) or less, and a Category B COE if it is more.
In the October 2026 1st round, Category A closed at S$130,001 and Category B at S$130,100. COE results change every round, so check the COE page for the newest. On a used car, the COE expiry date tells you how long you can drive it before a renewal decision.
Road tax
For a 1,399cc engine, LTA's formula gives S$625.02 a year, before any age surcharge.
Older cars pay a surcharge on top:
- Over 10 years: +10%
- Over 11 years: +20%
- Over 12 years: +30%
- Over 13 years: +40%
- Over 14 years: +50%
So the age of the car changes this bill. If you are looking at one past 10 years, add the right step to the base sum. The road tax page shows how the base sum is worked out.
Insuring the Rio HTBK
The Kia Rio HTBK price page prices one driver and car:
- Car: Rio HTBK 1.4 (A), registered 3 years ago, private use, comprehensive cover
- Driver: aged 40, married, office job, driving 10 to 19 years
- Record: 50% no-claim discount (NCD), no claims
- Repairs: authorised workshop, no add-ons
13 insurers price it. The lowest premium is S$604.07. The insurer with the dearest lowest plan asks at least S$1,034.76. That is S$430.69 more, or 71% on top. All prices include 9% GST.
Three insurers that price cars online have no online price for this model yet. Even so, 13 gives you a broad field.
The excess
The excess is what you pay yourself when you claim. Here the plans sit in a fairly tight band. Ten of the 19 carry S$600. Three ask S$500, two S$750 and three S$800. One plan has no excess. None of the plans on this page goes above S$800.
That makes comparing simpler than on some cars, where a few plans carry very high excesses. Still, a gap of a few hundred dollars in excess can outweigh a small gap in premium if you claim.
How the price changes
The price page shows the lowest premium when one detail changes:
- No NCD (0%): S$855.43, S$251.36 more
- 20% NCD: S$855.43, S$251.36 more
- Driver aged 27, 3 years' driving, 30% NCD: S$855.43, S$251.36 more
- Driver aged 65, 20 or more years' driving: S$604.07, the same
- New car, registered this year: S$622.34, S$18.27 more
- Car 8 years old: S$552.91, S$51.16 less
No NCD costs the most. The lowest price rises by 42%. The younger driver, with 3 years' driving and 30% NCD, comes to the same figure. An older driver pays the same as the base driver.
Car age matters less. A new car adds S$18.27 and an 8-year-old car takes off S$51.16. These are lowest prices only, and other plans may move by other sums.
If you are switching from another car, your NCD carries across. Ask your current insurer for proof of it when you get quotes, as it is the biggest single factor here.
Against similar cars
The price page compares six similar cars at the same driver and car age:
- Mazda 3: S$927.36
- BMW X1: S$811.71
- Mercedes-Benz GLB: S$787.96
- Toyota Corolla Altis: S$642.42
- Honda Freed: S$642.42
- Toyota Sienta: S$604.07
Their average lowest price is S$735.99. The Rio HTBK costs 18% less than that. None of the six is cheaper to insure, and the Sienta matches it. Other Kia models are on the Kia car insurance page.
The costs you control
These depend on the owner, so we give no figures:
- Parking: season parking at your HDB block or condo, plus parking at work and in town.
- Petrol: depends on how far you drive and the pump price.
- ERP: depends on your routes and the time of day.
- Servicing and repairs: on a used car, ask what has been serviced and what is due.
- Depreciation: depends on what you pay and the COE life left.
