What the Kia Carnival costs to buy, tax and insure in Singapore

Kia Carnival costs in Singapore: hybrid list prices as listed on 2026-10-10, road tax and COE for the 2.2, and dated insurance prices.

20 Oct 2026 · 5 min read

The Kia Carnival is an MPV, so it tends to draw buyers who need seats more than anything else. Whether you are buying new or used, this page sets out what it costs: the list price where there is one, the COE, road tax and car insurance.

One thing to keep in mind. The new-car list shows hybrid versions, while our insurance figures are for the older 2.2. So the sections below say clearly which version each figure covers. Insurance prices are examples for one stated driver, read on 20 October 2026.

Versions, new and on our form

The new-car list read on 2026-10-10 has two Carnival versions on sale, both MPVs made in Korea:

  • Carnival Hybrid 1.6 7-Seater: petrol-electric, 1,598cc, 241bhp
  • Carnival Hybrid 1.6 8-Seater: petrol-electric, 1,598cc, 241bhp

Our quote form lists four versions:

  • Carnival 2.2: 2,151cc
  • Carnival 2.2 1.6 7-Seater: 1,598cc
  • Carnival 2.2 1.6 8-Seater: 1,598cc
  • Carnival 2.5: 2,497cc

The insurance, road tax and COE figures below are for the 2.2 (2,151cc), the version most insurers quote.

List prices for the hybrid

As listed on 2026-10-10, with COE included in the list price that day:

  • Hybrid 1.6 8-Seater: S$298,999
  • Hybrid 1.6 7-Seater: S$305,999

These move with each COE round, so a dealer's figure today may differ. When comparing offers, check what each one includes before you compare the total.

COE

The price page's COE section covers the Carnival 2.2. With a 2,151cc engine, above 1,600cc, it needs a Category B COE. That category closed at S$130,100 in the October 2026 1st round.

The page does not state a category for the hybrid, so we do not give one here. The COE page has the latest results for every category.

Road tax

For the 2.2's 2,151cc engine, LTA's formula gives S$1,389.22 a year, before any age surcharge. The hybrid and the 2.5 have different engine sizes, so their road tax differs. The road tax page lets you check them.

The age surcharge, for cars past 10 years:

  • Over 10 years: +10%
  • Over 11 years: +20%
  • Over 12 years: +30%
  • Over 13 years: +40%
  • Over 14 years: +50%

Insurance for the example driver

The Kia Carnival price page prices this case:

  • Car: Carnival 2.2, registered 3 years ago, private use, comprehensive cover
  • Driver: aged 40, married, office job, 10 to 19 years of driving
  • Record: 50% no-claim discount (NCD), no claims
  • Repairs: authorised workshop, no add-ons

13 insurers price it. The lowest premium is S$787.96. The insurer with the dearest lowest plan asks at least S$1,490.60. That is S$702.64 more, or 89% on top. All prices include 9% GST.

Three insurers that price cars online have no online price for the Carnival yet.

The excess

The excess is what you pay on each claim. Ten of the 21 plans here carry S$600. The rest range from no excess on one plan to S$3,000 on another, with others at S$500, S$750, S$800 and S$2,500. Read the excess with the premium, not after it.

What changes the price

The price page shows the lowest premium after one change:

  • No NCD (0%): S$1,138.80, S$350.84 more
  • 20% NCD: S$1,138.80, S$350.84 more
  • Driver aged 27, 3 years' driving, 30% NCD: S$1,138.80, S$350.84 more
  • Driver aged 65, 20 or more years' driving: S$787.96, the same
  • New car, registered this year: S$811.71, S$23.75 more
  • Car 8 years old: S$721.59, S$66.37 less

No NCD costs the most, lifting the lowest price by 45%. A younger driver with 30% NCD comes to the same figure. An older driver pays the same as the base case. A newer car costs slightly more and an 8-year-old one less. Other plans may change by different amounts.

An MPV is often shared among family drivers. If a younger driver will use it, ask for quotes with them named.

Similar cars, same driver

The price page compares six similar cars:

Their average lowest price is S$862.43. The Carnival costs 9% less. Two of the six, the Vellfire and the Harrier, are cheaper to insure. The Kia car insurance page covers other Kia models.

Costs that depend on you

  • Parking: season parking at home and work, plus mall and school parking. Check your own block's rate.
  • Petrol: depends on distance and pump prices. The hybrid uses an electric motor as well as petrol.
  • ERP: depends on your routes and times.
  • Servicing and repairs: follow the maker's schedule, and ask what the warranty covers on a new car.
  • Depreciation: depends on what you pay and what it fetches later.

Summary of yearly costs we can show

For the Kia Carnival 2.2, dated as shown:

  • Road tax: S$1,389.22 a year, before any age surcharge (LTA's formula, checked 2026-10-19)

  • Insurance, no NCD: from S$1,138.80
